The magnificent achievement comes on the heels of the return of Rowland Okorie, Global President, Project NWAFOR Igbo, from an event in Dublin, Ireland where he made the presence of Project NWAFOR Igbo felt like a bomb. His speech was centred on positioning for greatness and Africa plugging into the global economy.

According to the Mbaise, Imo State, Nigeria born dreadlock serial entrepreneur; “We must gather all our governors in one platform for the way forward.” Today we have an office in Abia State, Imo and a temporary office in Lagos State and getting Ghana Office on the go. We shall sprayed over the places, countries like viruses and wired fire. Our Europe offices will emerge soon where almost all the Global president’s list are in concluding stages.

However, relaying his view as informed by the opinion that making racism history is the best theme for the year’s event, Rowland said; “It is simply man’s inhumanity to man and it is a scourge to humanity and manifests in various forms. In Nigeria racism has two kids namely tribalism and marginalisation and the Igbo tribe has suffered this for years.”

The Equity Entertainment Concept boss, expressing his delight at the newly acquired office in the US, said; “With this bold step of acquiring an office, it now puts a corporate face to Project NWAFOR Igbo as more correspondence can now travel far and wide.”

“Just as this is ongoing so has the project also appointed 12 key officers and announced over 20 global leaders who would oversee the affairs in the countries they are stationed in or represent.”

“The new office marks a line of distinction between project NWAFOR Igbo and other organizations. We are visible, we have a location, and we want the world to know. At this point reaching out to all powerful Igbo men and women around the globe especially in the US, our major partners will lead the way.”

“Our towns and cities must be designed in a way that meets the world standard. The point is if we do not stand up and take charge in fixing our lands, we will not be the desire of the world and we are one of the best in the world. We must bring the jobs back home to stop criminal activities happening in our lands that keep us from visiting home.”

Giving more insight about the new office, Rowland restated that; “Taking a visit to the office, we encountered an ultra-modern structure with capacity to accommodate different requirements of any global project with hydra-headed parts like Project NWAFOR Igbo. Designed as a creative hub, the office is well partitioned to house experts and professionals to relax and work while basking in enough space for multiple staff working in different departments.”

Rowland, emphasizing on the office location said; “The office is located in the heart of Las Vegas on Sahara Avenue, No. 1120 Almond Tree Lane.Unit 33-48 The office is only 8 minutes away from one of the busiest airports in the world and takes 3 to 5 minutes to navigate any part of any major street including the Vegas strips and city centers.”

Meanwhile, regarding the official launch of Project NWAFOR Igbo, Rowland said; “All plans are still in full gear towards the global launch of the project by the middle of next year 2024. High profile negotiations are currently ongoing with event venues and event management organizations.”

“Also high power delegations are currently being sent to high profile Igbo councils and individuals like Ngozi Okonjo-Iweala, former Director-General of the World Trade Organisation, and others.”

Rowland disclosed that Project NWAFOR will succeed when great Igbo business ICONS,leaders and founders of institutions that have stood the test of time could be in attendance such as the likes of Frank Nneji Founder and CEO ABC Transport, Nnaeto Oranzulike, Founder and Managing Director of Genesis Group, Pascal Dozie Founder Diamond Bank, Prince Arthur Eze, CEO of Atlas Oranto Petroleum, Allen Onyema, Chief Executive Officer, Air Peace, Chief Sam Maduka Onyishi, Chairman of Peace Mass Transit, Leonard Stanley Nnamdi Ekeh, Founder and Chairman of Zinox and Konga.com, Chukwuma Innocent, Chairman, Innoson Group of Companies, Cosmos Maduka, Founder and President of Coscharis Group, Obinna Iyiegbu, Chairman, Cubana Group, Sir Rob of Roban Stores, Ganius Chibueze (Bitecoin Chief), CEO, East Side Ventures, Joseph Ebere Ezeokafor, Founder Jezzco Oil, Emeka Okonkwo (E-money), Investor and CEO, Five Star Music Group, Stanley Uzochkwu, CEO, Stanel Group.

Underfunding National Security: Envelope Budgeting Fails Nigeria’s Defence

By George Omagbemi Sylvester | Published by saharaweeklyng.com

“Fiscal Rigidity in a Time of Crisis: Lawmakers Say Fixed Budget Ceilings Are Crippling Nigeria’s Fight Against Insurgency, Banditry, and Organized Crime.”

Nigeria’s legislature has issued a stark warning: the envelope budgeting system; a fiscal model that caps spending for ministries, departments, and agencies (MDAs) is inadequate to meet the country’s escalating security challenges. Lawmakers and budget analysts argue that rigid fiscal ceilings are undermining the nation’s ability to confront insurgency, banditry, kidnapping, separatist violence, oil theft and maritime insecurity.

The warning emerged during the 2026 budget defence session for the Office of the National Security Adviser (ONSA) at the National Assembly in Abuja. Senator Yahaya Abdullahi (APC‑Kebbi North), chairman of the Senate Committee on National Security and Intelligence, decried the envelope system, noting that security agencies “have been subject to the vagaries of the envelope system rather than to genuine needs and requirements.” The committee highlighted non-release or partial release of capital funds from previous budgets, which has hindered procurement, intelligence and operational capacity.

Nigeria faces a multi‑front security crisis: persistent insurgency in the North‑East, banditry and kidnappings across the North‑West and North‑Central, separatist tensions in the South‑East, and piracy affecting Niger Delta oil production. Despite declarations of a national security emergency by President Bola Tinubu, lawmakers point to a “disconnect” between rhetoric and the actual fiscal support for agencies tasked with enforcement.

Experts warn that security operations demand flexibility and rapid resource allocation. Dr. Amina Bello, a public finance specialist, said: “A static budget in a dynamic threat environment is like sending firefighters with water jugs to a forest fire. You need flexibility, not fixed ceilings, to adapt to unforeseen developments.”

The Permanent Secretary of Special Services at ONSA, Mohammed Sanusi, detailed operational consequences: irregular overhead releases, unfulfilled capital appropriations, and constrained foreign service funds. These fiscal constraints have weakened intelligence and covert units, hampering surveillance, cyber‑security, counter‑terrorism and intelligence sharing.

Delayed capital releases have stalled critical projects, including infrastructure upgrades and surveillance systems. Professor Kolawole Adeyemi, a governance expert, emphasized that “budgeting for security must allow for rapid reallocation in response to threats that move faster than political cycles. Envelope budgeting lacks this essential flexibility.”

While the National Assembly advocates fiscal discipline, lawmakers stress that security funding requires strategic responsiveness. Speaker Abbas Ibrahim underscored that security deserves “prominent and sustained attention” in the 2026 budget, balancing oversight with operational needs.

In response, the Senate committee plans to pursue reforms, including collaboration with the executive to restructure funding, explore supplementary budgets and ensure predictable and sufficient resources for security agencies. Experts warn that without reform, criminal networks will exploit these gaps, eroding public trust.

As one policy analyst summarized: “A nation declares a security emergency; but if its budget does not follow with real resources and oversight, the emergency remains rhetorical.” Nigeria’s debate over envelope budgeting is more than an accounting dispute; it is a contest over the nation’s security priorities and its commitment to safeguarding citizens.
