NSIA– The Nigeria Sovereign Investment Authority on Monday received members of the House of Representatives who were in Lagos to inspect projects undertaken by the Authority and their impact on the economy.
Key areas of focus for the Lagos visits were Healthcare, Infrastructure and Agriculture.
The Ad-hoc Committee was constituted by the House of Representatives to investigate the activities of the Nigeria Sovereign Investment Authority (NSIA) since the inception of the Authority.
The committee during the visit hailed the management of the NSIA on their intervention in the healthcare sector.
The members of the House commenced their visit at the NSIA – LUTH Cancer Centre where the Chairman of the Committee, Hon. Ademorin Kuye, said the lawmakers were impressed with the quality of service being rendered to Nigerians at the cancer Centre.
Since inception, Healthcare has been a keen area of focus for the Authority, deriving from this, the NSIA Healthcare Development Investment Company was established to catalyze private sector investments to address the infrastructure gaps in the healthcare sector, improve manpower, and forge strategic collaborations to advance healthcare indicators in the country.
Established in 2019, the NLCC – an out-patient cancer center equipped with modern medical infrastructure has attended to over 10,000 unique persons living with cancer and has also deepened capacity of medical and non-,medical professionals within the oncology space.
Over the years, NLCC has reduced capital flight from medical tourism occasioned by cancer, created direct and indirect jobs and improved access to quality cancer care, thereby expanding possibilities for people living with cancer.
In addition to NLCC, the NSIA has also invested in two modern medical diagnostic centers collocated within the Aminu Kano Teaching Hospital and Federal Medical Center, Umuahia respectively.
NSIA is now in the process of scaling these interventions, with 3 additional Oncology centres, 23 additional diagnostic centres and 7 catheterization laboratories across the six geopolitical zones of Nigeria. NSIA’s wholly owned medical services portfolio company, Medserve has been set up to implement these projects.
The Committee Chairman said the facilities align with the vision and commitment of government to ensure affordable and efficient cancer care for Nigerians.
He explained, “We are investigating how much has been put into the development of this place. We have seen a lot of modern medical equipment that has been brought to this place.
“We are also seeing the quality of service being rendered to Nigerians and we are impressed and we will go back to report to the entire parliament and tell them that we need more of this in other places.”
He revealed that while talking to patients that they met during the oversight, they, “admitted that the charges here are the lowest compared to what happens in other areas like Ghana and other African countries. They are still pleading that the government should subsidize it more.
“We noted suggestions, which will be taken to the house to deliberate on. Nigeria already has centres for treating infectious diseases with qualified experts on it.
“But we will continue to develop more, we do not have enough cancer centers and there is need for more investment in our health sector.
“And the government has assured us that they will continue to do that. And we at the parliament, will continue to appropriate sufficient funds.”
Also speaking during the visit by the lawmakers, the Managing Director, NSIA Healthcare Development Investment Company, Dr Tolulope Adewole, revealed ongoing expansion by the Authority, as part of efforts to contribute towards addressing the country’s healthcare challenges.
“We have started the expansion plan already, We had MoUs signed by different states, signed with different tertiary hospitals, and some of the equipment needed are ready to be disbursed.
“We hope to go live in the next 24 months We have a project in which we are building four diagnostic hospitals, in each geo-political zone and that will be done in two phases.
“We are upscaling from one oncology center to four: one in the north, east, and finally Abuja. The cost is variable, so we can’t say what it will all cost us, ” he added.
The Committee also visited Golden Fertilizer Company Limited-a blending plant resuscitated under the Presidential Fertilizer Initiative managed by the NSIA.
The PFI was designed in 2016 to consistently deliver commercially significant quantities of affordable, high-quality fertilizer to the Nigerian farmer.
PFI was also designed to revive the local blending industry, adopt an import substitution approach by ensuring that over 60 percent of urea and limestone required for production of fertilizers are sourced locally at the revived blending plants.
The PFI has so far revived and established over 70 blending plants including Golden, Apapa, – across the 6 geo-political zones in Nigeria.
The Initiative also facilitated local production and supply of NPK at affordable prices to farmers, which has correspondingly improved food security and slowed down food inflation in Nigeria.
Additionally, the PFI has reduced capital flight through import substitution, delivered over 60 million, 50kg bags of fertilizer and created more than 100,000 direct/indirect jobs within Nigeria.
By expanding production capacity for the blenders under the Presidential Fertilizer Initiative, the prices of NPK have dropped from about N11,000 per 50kg bag in 2016 to 5,000 per 50kg bag in 2020.
During the inspection of the fertilizer blending plant, the Committee expressed satisfaction with the impact that the initiative is creating in terms of job creation, food availability, forex conservation, and increase in yield for farmers.
They, however, pledged to assist in ensuring that middle men don’t take advantage of good intentions of government under the initiative to create scarcity of the product and exhort Nigerians.
The Committee rounded off their assignment with a visit of the Lagos Ibadan Expressway, a 127.6 km long, busy interstate road, that cuts through Lagos, Ogun and Oyo states.
The Chairman expressed satisfaction with the progress of the project.
The Lagos-Ibadan Expressway is one of the oldest and busiest routes in Africa with potential to unlock significant economic activities and support seamless movement of people, goods and services around Lagos, Oyo and Ogun States.
The Lagos Ibadan Expressway is one of the projects under the Presidential Infrastructure Development Fund.
The PIDF was established by the Presidency in 2018 to accelerate the execution of certain critical infrastructure projects pivotal for the country’s development.
The NSIA was mandated by the Presidency to act as project and fund managers for the projects under PIDF.
Other infrastructure projects under the PIDF also managed by the NSIA include: Abuja – Kano Road and Second Niger Bridge.
The financing of these projects has the potential to yield between 274,000 to 616,000 direct and indirect jobs.
During the visit, the NSIA Executive Director, Investments, Mr. Kola Owodunni, told the lawmakers that the Authority NSIA remains focused on enabling overall socio-economic growth through diversification for Nigerians across key sectors including innovation and technology, agriculture, power, gas industrialization and financial market infrastructure.
Alleged Manipulation of Defilement Case Sparks Call for Review of Legal Advice in Lagos

A legal controversy has emerged in Lagos following a petition seeking a review of a legal advice issued in a case involving two female teachers accused of negligence in a child injury incident at a nursery school in Ikorodu.
The petition, submitted by Crown Cannan Attorneys, urges the Lagos State Ministry of Justice to reconsider the legal advice issued on September 16, 2022, in the case titled Commissioner of Police vs. Ambassador Rukayat Tobiloba and Rukayat Lawal.
Addressed to the former Lagos State Attorney-General and Commissioner for Justice, Moyosore Onigbanjo, the application argues that the legal advice may have been influenced by what the petition describes as a “deliberate manipulation of facts.”
According to counsel representing the defendants, the allegations stem from an incident that allegedly occurred on October 26, 2021, at Great Kezino Nursery and Primary School located in the Adamo area of Ikorodu, Lagos.
The defendants, Ambassador Rukayat Tobiloba, 26, and Rukayat Lawal, 24, were reportedly the class teacher and assistant class teacher respectively in charge of a Nursery One class where the incident occurred.
Court documents indicate that a three-year-old pupil, identified as Victim A, was reportedly injured after another pupil allegedly pierced a pencil into her private part during school hours.
The prosecution claims the incident occurred due to the failure of the teachers to exercise adequate care and supervision over the children under their custody.
Based on this allegation, the two educators were charged with negligence under Section 252 of the Criminal Law of Lagos State, 2015, which addresses acts that may cause harm through lack of proper care.
The defendants were subsequently arraigned before Magistrate Court No. 2 in Ikeja on April 19, 2022, where they faced a one-count charge relating to the incident.
During the investigation conducted at the Gender Unit of the Lagos State Police Command in Ikeja, several civil society groups reportedly monitored the proceedings.
Among them were representatives of the African Women Lawyers Association (AWLA) and other non-governmental organizations.
These groups reportedly raised concerns about what they described as a growing tendency to weaponise allegations of child abuse in ways that could unfairly damage reputations and careers.
In its petition, the defence team argued that the case deserves a fresh review to ensure that justice is served based on verified facts rather than assumptions or public pressure.
They urged the Ministry of Justice to carefully reassess the legal advice and the circumstances surrounding the investigation to determine whether the prosecution should proceed as currently framed.
Legal observers say the outcome of the requested review could determine the next stage of the case and may also highlight broader concerns about investigative procedures and child protection cases within the justice system.
Reacting to a viral social media post by Ambassador Rukayat Tobiloba, who claimed she might be jailed for defilement, the head teacher of Great Kezino Nursery and Primary School, Mrs. Edaolaropin Toyin, provided the school’s account of events.
According to her, the pupil identified as Victim A was enrolled in the Nursery One class on September 20, 2021, which had about 15 pupils.
She explained that on October 26, 2021, the pupil was transported home on the school bus after closing hours and handed over to her father around 4:30 p.m.
“Later that night, the pupil’s mother allegedly contacted the head teacher, claiming her daughter cried while bathing and alleged that a male classmate, Victim B, had inserted a pencil into her private part during school hours,” she said.
The school, however, rejected the allegation, maintaining that no such incident occurred while the child was in its custody.
“The following morning, the teacher visited the pupil’s home, where the father reportedly denied the mother’s account of the incident,” Toyin added.
She said the situation escalated later that day when the child’s parents arrived at the school with police officers from Imota Police Station demanding that the alleged male classmate be produced.
The head teacher further stated that the school management had supported Tobiloba throughout the legal process.
“Since the incident happened, the school management has never stopped supporting Tobiloba’s welfare until last year when she sent a WhatsApp message saying she was no longer interested in the court matter, claiming she had relocated to Ibadan,” she said.
She described the claims currently circulating on social media as “defamatory narratives.”

In these challenging times, it is essential for all Nigerians to rally behind our leaders, particularly His Excellency Gen. Christopher Gwabin Musa OFR, the Minister of Defence. The security of our nation is not a matter to be taken lightly or politicized. Gen. Musa, recognized for his unwavering dedication and sacrifice, has served our country commendably throughout his life.
Following the recent reshuffle of service chiefs by President Asiwaju Bola Ahamed Tinubu GCFR, which resulted in Gen. Musa’s retirement as Chief of Defence Staff, many voiced their concerns. Yet, upon his appointment as Minister of Defence, there was a renewed sense of hope among the populace. Gen. Musa has embraced his role with an unwavering commitment, often sacrificing his rest to ensure the safety and security of our great nation.
While it is undeniable that Nigeria faces security challenges, we must approach these issues with unity rather than division. It is crucial to recognize that those who politicize our national security are often those who have not contributed positively to the success of our security agencies. Instead of spreading negativity, we should support Gen. Musa in his mission to restore peace and stability.
To achieve our collective goal of a secure Nigeria, we must provide Gen. Musa with the trust he deserves.
